cannot receive text after active SIM

I activated new SIM, picked phone number, but seems cannot receive text to confirm active properly. it shows message in app " we've noticed you have an active public mobile service and would like to confirm you full access. if I click "confirm for full access", it suppose send 6 digit code, but I don't receive it.
