Yes, you and your husband can chose the same plan but not on the same account.
1 account/1 email address so your husband need to activate his SIM/eSIM with a different email address than yours.

No, each plan is associated with an email, and only one phone number.
you can use the same payment card, but in a past thread I read, it would be a good idea to stager the payment dates, ie, do not sign up on same day so that payment card does not see two transactions by same company on same day for same price. This could set off a flag to payment company. Couple days apart would not flag the payments.

No. Each PM phone number needs its own account/separate email address for login. There are no family plans, with several phone numbers on one account.
