you will definitely need to complete sign-up on the Public Mobile app – they made this change about six or seven months ago to the chagrin of many who preferred not to use an app.
The only workaround is to borrow someone’s device, download the app, complete the activation, and then they can delete and uninstall the app on their device.
As far as the second payment, it’s possible it’s showing in your available funds and can be banked for the next renewal. Confirm that on self-serve after everything is set up.
It could also be a pending payment, which may not settle and become authorized and therefore may not even be payable.

@payatot after the payment step using the web, you will need to download PM app on a phone to complete the activation, did you download and use the app yet?

i already use the web, made d payment but the nxt step wont show up...wen signing again, it will go back to payment again..thats why i was charge 2x

regrettably, you will need to download the app to complete the activation.
Try to use a friend or family’s Apple iPhone or Google Play account to download the app, complete the activation, then you can use any web browser to manage the account on the serve site without the need for the app.

@payatot Unfortunately you cannot complete activation without using the app. Do you know anyone who might be willing to temporarily download the app on their device so you can activate - they can then delete it? So you know why you can't download it?
