Bear in mind, there's no guarantee they'll do this as the terms of service are clear about no refunds (unless, of course, the excess payment was deemed in error due to possible erroneous messaging from Public Mobile suggesting needed payment...)
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

If you performed an immediate plan change, then Public Mobile charges the FULL amount of the new plan and your plan start date is immediate.
If you had time left on your prior plan, it is forfeited.
If you placed excess funds on your account to accommodate the plan change, and the excess funds remain on your Available Funds section, it is better to leave them there for the next renewal as the process to refund them onto your payment card may exceed the time to your next renewal.

Yes they took excess payment an I don’t think they will refund it automatically. I have had a similar issue where the money is just sitting in my account tab waiting to be taken on my next renewal date but I don’t want that.

I changed my plan but the amount of my old plan was still debited from my bank account and my plan has been changed.

If the excess funds made it there as a result of multiple payments being paid due to public mobiles systems causing you to believe it was needed, (i.e. to resume service or purchase an add on or during activation processes) I'm guessing they'll refund the balance if it was an unintentional overpayment.

@Ryantolani , this prepaid service does not offer refunds. What is the nature of you problem that warrants such consideration? In extenuating circumstances, I have seen exceptions being made.
