After waiting an hour to log in, I put in my password. It says that It's locked out even with the latest password that google saved for me.

I can confirm with @computergeek541 that autofill doesn’t work. Also if you changed the password in the past sometime it doesn’t automatically change on Google key.

Yes along to what is written above. Clear your browser cache, and setting your own password not google generated may help as well. The web site does seem a bit finicky with this stuff.

I believe that I read before that autofilled passwords do not work with the Public Mobile self serve system. Have you been using the auomatic filled password each time? If you have been doing that, please wait another hour and manually type the password in. If that doesn't work, I'm sure that you've seen the reset password option.

@dashell So wait one full hour and try again with new web browser window and use incognito mode / private mode and try again or you can try the app instead also . If you continue to have issues ask support to help you gain access
