HI @ezbake would be nice if you have another phone to test the PM SIM. It could be a problem with PM setting up the SIM on the backend
if you don't have another phone to test, just go ahead and open ticket with PM and ask them to check :

hi, so i try to choose public mobile manually and get , cant register with network, used a70 but cant be locked its to new, new activation ,worked on koodo

The Samsung A70 is compatible with Public mobile.
More details would be helpful.
New phone? used phone? Did it work before?
New customer versus old?
Does the phone work with another SIM card?
Locked to previous carrier?
Blacklisted device?
