could be network issue

first reboot the phone and try

check Telus outage:  https://www.telus.com/en/bc/outages

check My Account and make sure your account is active.  Or call 1-855-4PUBLIC from another phone to check

log in to your account to make sure it's still active and paid up. Also, dial 611 to hear current plan status.
