I am wondering if the person who I share the gift card with has to be with public mobile or can it be someone else who is not with public mobile.

You can give the GC to anyone. Only the entrant has to be a PM customer.
To be eligible, an entrant must be an existing Public Mobile customer when entering and at time of draw.

Good question. I had to look it up. First you must be a customer to enter the contest.
"Each winner will win 2 gift cards, one for themself and one to share with a friend. More details including how to enter and full Contest Rules are available at publicmobile.ca/holiday." So I suspect the winners will receive the electronic gift cards by email and each winner can decide who they wish to share it with.
