I want to switch from 3G on one of my phones to 4G because I am having 3G issues with my handset which I believe is a handset issue and not a PM issue. However when I go to change plans it wants me to add another $45 dollars ?
Does the amount I have already paid not carry over ?

Be aware, thePM 3g is actually LTE but slowed down. so if you switch you will have the same issues because you are using the same bands.
What phone make and model is having issues?
Try switching from LTE to 3g on that phone or vice versa.

No it does not. PM is pre-paid, so you will have to pay again. PM also does not issue refunds
Edit: Its always best to switch plans closer to the end date of your cycle, or to future date the plan change.
