My son is able to go online but he is out of data. What does the unlimited part mean.

No extra cost @Jojo45
The great thing about Public Mobile, is you pay for your plan, and NOTHING else.
If you need more of anything that runs out (i.e. data or minutes) you can't get charged 'extra' as there are no overages. The services just stop working.

The unlimited data at reduced speed is already included in the price of the plan.

There are a couple of interesting things to me in the screenshot. First is that it has throttling to 512 Kbps above the green "unlimited" line but 256 Kbps in the note underneath. In the fine print for the plans it is advertised as 512 Kbps but I saw 256 Kbps mentioned in another thread the other day and wondered which it is!
The other thing is that the note suggests purchasing an add on to remove throttling yet the holiday bonus data is incompatible with the unlimited plans, which seems inconsistent.

Your son's plan does have throttled unlimited data. That means once he runs out of the 40 GB 5G data, he can still access data, but at a very slow speeds. His 5G data speeds are up to 250 Mbps while the throttled data speed is 250 kbps (0.25 Mbps) to 512 kbps. Enough speed to check email and do some basic tasks with his data.
