If you want to lock your SIM, you will be asked for a code to do so. That code is 1234 UNLESS someone has already locked the SIM. This is to help insure you do not inadvertently lock your SIM. Presumably, the moderator thought the customer wanted to lock their SIM.

The phone software won't let you change a PIN (to lock security settings you or your software decide to impose) until you enter the existing PIN. The SIMs aren't locked - they can be freely accessed on any device - but they still need to have a default PIN to assure maximum compatibility with device-side software.

A customer won't need the sim card's PIN to start using it. For the phone to prompt for it, someone would have had to enabled that sim card's security features to require it to use the service, or someone would have to go into the settings to either enable that feature or request to change the PIN.

@Gunner44 I understand why it is confusing. Go with what @CS_Agent says first as they worked for Public Mobile. Use the 1234 default pin first. Then if that doesn't work, your phone must still be locked so contact your former service provider for the unlock code.

Does it say you need a SIM card pin or a Network unlock pin?
If it's says Network unlock pin, you have to unblock your phone by reaching out to the carrier that sold it.
If the SIM is locked than you will a PUK code to unlock it - PUK :
You can get the PUK from the mods by creating a ticket via Simon(the ? at the bottom right of the screen).

Is your phone locked to the previous provider? You need to contact them to unlock it (it is free of charge to do this).

@Gunner44 its one message that you get if your phone is locked to the previous provider. Contact them and ask them to unlock it for you. You will need your imei number dial *#06# to get it. . If its a Samsung phone contact Samsung online and ask them to unlock it for you. Stay safe.
