Also, you can try to perform a Reset of your Network Settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
Iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.
android:
Find and tap Settings > System > Advanced > Reset options > Reset network settings.
If still issues, delete any voicemail contact number you have in your phone, then re-add it.

Do you get any message or automated response at all? I just activated today and left a test vm. I just now accessed VO I email and had the automated public Mobile message walking me through setup. All of that went smoothly and my only issue is using a 100% automated greeting. If you aren't getting that at all or dead air when you try to access your voicemail, it may be something that needs to be escalated for sure.
