I transferred to Public a while ago and am not sure if my voicemail ever worked after I moved over or if it just became an issue, but it's definitely not working at this time. Calling from another phone or from my own results in an automated message telling me the voicemail box for this number cannot be found. I checked using *#62# and found voice calls forwarding enabled when unreachable but the number it forwards to isn't one I know. Do I change the number to my own phone number or will that just resend the call to myself again and not a mailbox?

Reset all three conditional forwards to the default by dialing: ##004# - this should result in your local voicemail access/depost number being set in all three types.
Then, you can check that each of the three conditional forward types provisioned as expected:
No Answer: *#61#
Unreachable: *#62#
Busy or Declined: *#67#

Also, if your voicemail is not set up, you have to dial your own number from your mobile to complete the first-time setup. After that, other callers can begin to leave you voicemail.

I have an iphone and keep receiving an error network failure when I attempt to change this.

I just get a network failure error and it shows no phone number attached to any service now.

Notice the common numbers above...5804001. For the three call forwarding options, set the number to +1your main provincial area code5804001. Not all of your provincial area codes will get there. Test the number by calling it manually.

i forwarded mine to fongo, so i can get an email copy and don't have to call in to check my messages (i have 100 minutes)
but when i want to move back i disable call forwarding and i get the message that it's not allowed by system and they fill in the 647 number, i'm in southern ontario.
what phone are you using?
i'm on android and it's pretty easy to change in call settings/forwarding
then you can copy that number to call settings/voicemail
it's possible that you still have your old voicemail number or that it was changed manually at some point.
if you let the comunity know your approximate location, somebody from your area could post the number here and you oould change it manually
