Hi, I recently changed from virgin to public amd I'm not receiving incoming calls or messages

Outgoing should work right away but to receive calls and texts the Port needs to complete. This involves Virgin having to release the number after checking that you aren't locked in with them and don't owe them any money. Thus...it isn't instantaneous!

When you activated did you port your number? How long ago did you join Public? Your Port could be stuck and you will need the assistance of the moderators by clicking on the Question Mark in the bottom right and going through SIMon to create a trouble ticket. If your port is stuck your Virgin sim will still be working and you can put that back in your phone and you won't miss any calls until the port is complete.

You porting may still be in process and not yet complete. Give it a couple of hours, meanwhile try rebooting your phone.
