My wife is in Mexico with her phone and a $25 Public Mobile plan. She can send and receive text messages, which is great, but she has never been able to do that before. Is all good or do I have to worry about roaming charges?

When RCS chats are turned on, you can send messages over Wi-Fi and use other features. She must be currently on a WiFi network of some kind. In which I would say to advise her to use a VPN.

Is your wife phone an iPhone?
The text are probably coming through iMessage when connected to wifi because she is on the Canada wide $25 plan.
The answer to your question is no roaming charges because PM is a prepaid service so you need to pay first to service.

I am not sure. All I know is that she has never been able to send and receive text messages before when she used her phone in Mexico and now she can. It may only be happening when she is connected to wifi, but her phone is an old samsung phone.

There are never roaming charges with Public Mobile because all plans are prepaid. Perhaps she is connected to wifi and is able to message through a Messaging app (for example, Messages on iPhone)? Can she still send and receive messages when she is not connected to wifi?

She has a regular Canadian $25 plan

If she has Can/USA/Mex plan then there is NO additional charges to make/receive calls or send/receive SMS.
She would have full service in all 3 countries.
