With the competition, one is unable to pop the SIM out and place it into a phone if needed.

@Dogbert, it should work if the ZTE unit is unlocked and has 850 and 1900 Mhz support  on 3G.  The pricing for wireless home phone is less than an unlimited talk plan from Public Mobile.  That gets in the way more than the technical hurdle.
