I purchased a 15 day U.S. Roaming Text & Talk add-on over 12 hours ago. My profile confirms that it is active. I have enabled Data Roaming under Mobile Networks in my phone's settings.
I am in Michigan.
I have a Samsung Galaxy S7 Edge running Android 8.0.0. I have gone through the steps outlined at https://apn-canada.gishan.net/en to align my APN settings. Except where it wanted me to set APN Type under Mobile Internet to "default,ia,mms, supl, fota, hipri" the closest option I had was "Internet + MMS + IA"
I have my Network mode set to "LTE/WCDMA/GSM (auto connect)" and the Network operator is Verizon Wireless. Though I have tried the different settings and searching for different Networks.
I have powered my phone off and on multiple times after making any changes and a few extra times just to give it a chance to try again.
I still cannot send OR receive texts or phone calls. Which is weird; last time I visited the US I could receive texts just fine even without a roaming add-on, just couldn't send them.
(And this isn't troubleshooting information but it's extremely annoying how many logins require you to be able to receive texts)

your phone supports 4G but not VoLTE with PM
it works in Canada because you are still using 3G network for voice in Canada (and data in 4G)
You are just lucky your area still have 2G with T-Mobile so you can make calls. But this 2G network should be mostly gone by now.
Time for a new phone

Okay things are working thank you all.
I switched to T-Mobile which started working after also restarting my phone.
This phone apparently does support 4G, otherwise it wouldn't even work in Canada at this point I think.

Yes, VoLTE is the reason
similar thing for me. S10 and S24. I can call on S24 but not S10

S7 Edge is not on PM's VoLTE whitelist and won't be able to receive calls in US as US retired the 3G network
However, you should be able to receive Text. Try connect manually to T-Mobile,AT&T and Verizon

Have you tried manually connecting to either T-Mobile or AT&T?
Also try reset networks
