I'm going to assume that your Public Mobile plan is in suspension. In these cases, you'll need to renew and pay for a 30 day plan. That needs to be done before the phone number can be transferred to another carrier.

To transfer your number, your PM service must be active. Login My Account and make a payment to resume service if it is suspended now
If you cannot login, ask PM to help. Since you cannot properly login, you won't be able to open the preferred Chatbot ticket. So, you will need to message them here: https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437
