Usb tethering or turning on hotspot not working

While I was able to turn on hotspot once, my usb tethering connection from iPhone through laptop was not able to open any websites. 
Yesterday, when I looked to try once again, I could not turn on hotspot as it said to contact public mobile.

1) how can I enable hotspot

2) why is usb tethering not working

Please help me out.

PM does not block the use of Hotspot or Data Tethering, so it is a device setup issue.

Please try the following

1. Reboot the phone and reset the network settings
2. Reseat the sim card. Turn off the phone, remove the sim for a minute before you put it back in and setup Hotspot again
3. Check APN, go Settings > Cellular > Cellular Data Network > PERSONAL HOTSPOT / APN , make sure it is set as  sp.mb.com , and Leave Username and Password blank.
