Have read and tried all suggestions on how to manually update the APN settings but still cannot send photos or group texts. My phone is a Blu F91 5G with Android 11.

hi @PP11954 did you try Google Message? if you already have it , uninstall and reinstall

maybe time to ask PM to check your account
Just open ticket with PM using the Orange Chatbot icon on the lower right. Type the question Submit ticket and select Contact Us to get to ticket open screen

what change you referred? did you update the APN settings as said by @hTideGnow @? The APN name might need to be all CAP

I should note it did work fine until Public Mobile changes made earlier this year.

Google messages is the default app.

Have done all these steps. Still can't send group message replies or photos. Receiving them is not a problem.

Blu F91 5G does not have all the required bands PM has. It might still work but the connection won't be great.
try using Google Message to send and receive SMS/MMS

sms/mms every work on this phone? and data works well?
start with the easy fix, make sure mobile data is turned on and try Reset All Networks
if same, please update the APN, the following entries have to be correct
APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799
MCC: 302
MNC: 220
APN Type: default,supl,mms
