Unable to receive out of province phone calls & texts?

Hi there,

I cannot get phone calls or texts from out of province. When phoning my number, they hear some clicks and it hangs up. Texts are X'd out and don't get delivered.

Within province, other Ontario numbers can phone me and text me back and forth just fine.

Any obvious way to solve this issue?
