Which phone model is it? Do you iknow if it has 850 and 1900MHz on the 3G network? If it doesn't, it's possible that it's incompatible with phone calls on the Public Mobile network. Public Mobile does offer VoLTE but it's limited to specific devices.

Do any of your services work (such as text messaging and data)?
Before anyone says to call the porting team, I'm going to say not to do that if someone says to as the Telus porting call centre cannot help with an issue relating to not being able to make outgoing calls.
