I am unable to get text messages from rogers customer the two in question have been unable to send me messages for months.

I suggested this to a friend of mine that was having these problems and it worked for them.
if that was a "solution" to solve the issue of not receiving text from one particular carrier, it was just a luck and coincidence, there is no technical explanation why that would resolve the issue
usually when someone unable to receive calls or text from one particular carrier, it is a problem from the carrier where the voice/text was initiated. Sometimes, the source was unaware of the new "home" of the phone number and hence not route the calls or text to the correct destination. Usually the source will learn the new route no later than 7 days.
But in some odd cases, the update could not be done automatically and you need to engage the source carrier for manual intervention

There is an issue with the SMS intermediary that handles intercarrier text messaging. This is not an issue with your device or anything that you can fix yourself. You're going to need to get Public Mobile/Telus and Rogers to talk to each other to get this sorted. check Usage log to see if the log has a record the text came to your account
if not, it is a problem with Rogers, not PM. Look like the text never got sent out from Rogers server, so, it is a Rogers problem
as a Rogers friend to help you to open ticket with Rogers instead
