Unable to change plan with voucher

Hi. I had a 30 day plan that cost $70. 00 but but has been suspended because I found a better plan for me. Now I want to change to a 30 day plan with no text and no calls and 2Gb data (It cost $38. 00). To do that I buy a $40.00 voucher and charged in my account with the same email that this one but when i try to make the change to the new plan the sistem says that i dont have funds to do that .I went to payments history and the voucher as been charged ok.
Can you help me to resolve this?
