my phone gives me two options. Either it reads "charging blocked due to moisture/debris has been detected" or I can only do emergency calls. I know my phone has not been wet. I've restarted it # of times and either messages pops up. I have a LG phone

There are ways to stop the background process that is behing the warning message and sound, but I'm not going to get into that as I believe that it would irresponsible to encourage further use when the phone is warning you that it's wet.
My advice would be to not try chargjng it for about 12 hours, alfhough a moisture sensor going off for the charging port wouldn't prevent you from using the device. It's also possible that the device water resistance failed and that there could be damage.

It's either bad hardware or bad software.
It's not necessarily liquid damage. But it is some kind of fault with the built-in sensor. Possibly mechanical (blocked or jammed by debris, coated in gunk, whatever), possibly electrical (broken solder points or intermittent electrical shorts, whatever).
You can hard-reset the device so it restores all softwares to factory default.
After you backup or copy everything you want to keep (contacts, numbers, messages, photos, passwords, browser favourites and history, etc).
You can try cleaning "debris" out of the USB/charge port with tweezers. Or scrub it with a Q-tip coated with an electrical contact cleaner like DeoxIT, Stabilant-22, or isopropyl alcohol ("electrical-grade" or "anhydrous", not common drugstore stuff because they often have perfumes or additives which can leave an electrically conductive or electrically insulating residue). You can also try cleaning it with compressed air or with a vacuum, little to lose if it's already failed but it does risk of somehow making it worse or breaking other delicate mechanisms.
Remove the battery first, of course, just to be safe.
If it continues to malfunction then you may have to replace the USB/Charging port. Or have a repair shop do it for you. If it's not too old then it could be covered under warranty, or maybe you can return/exchange it. iFixit likely offers everything you need if you choose DIY repair.
@Anonymous 's advice is also good.
Be certain it's not a bad USB cable or USB power source (charging block, computer port, etc) before you do anything to your phone.

Ok I'll check it out.
My status is good. I either cannot make calls or if I can make calls I cannot charge my phone 😉 Either message comes up

The warning is on my phone all the time. It doesn't even give me the option to insert the cable as it will make a vibrating noise

According to this link seems like LG phones experience this. If yours is an LG might want to try some of the suggestions posted about moisture.

I do not see how your port would cause emergency calls only. Have you checked your Public Mobile account status? Or is it possible your phone is second hand?

Inspect the usb port and the cable. Try another cable. See if any contacts have been shifted. I've seen mangled usb ports. People hurriedly shove in a cable and then wonder why the thing doesn't work.
Can you insert your SIM into another phone? Can you insert another SIM into this phone?
