Yes, for data roaming to work you need it on. I recommend PM customers always leave it on as there is no chance of surprised overages (i.e. if you don't purchase a prepaid add-on it won't work anyway).

@DaveMc   if it is just for Talk and text, you can leave the data roaming off on your device

However, you got the roaming Talk/Text/Data bundle? If so, you need to enable the data roaming on  your device for roaming data to work
