I tried to purchase a talk and text US add-on for $15. I have clicked purchase thinking it was all done. I went back to the overview page and it still shows that my account has a $15 balance. Is there a reason payment didn't go through on my online account?

@tehowennathe I highly recommend you send the moderators a private message, as I think the duplicate talk and text add-ons might lead to issues. It seems to have for some, such as this recent example: https://productioncommunity.publicmobile.ca/t5/Plans-Add-Ons/3-short-beeps-before-every-conversation... I'm not sure if it's precisely the same situation, but worth looking into.

AT&T has good coverage in mountains i travel through because in summer it's a tourist area with lakes and winter for skiing

In the mountains it's AT&T then as soon as I get out both become available. It hits a major city soon after.

Though not a huge issue. As long as I get service because driving through mountains that could get snow I need it for emergency.

Hm. As far as I know, US add-ons are not stackable. Might be worthwhile to have a mod check and make sure that the background settings in your account are properly set up.

I dialed *611 and followed the commands. I have a $20 account balance and it told me I didn't have enough funds in account. Not sure why it's doing it.

I have used chrome and that's the issue I got. Maybe will try Samsung Internet browser.

Have you tried a different browser or incognito mode? (Chrome seems to work well.)
If you are still in Canada, you can also dial *611 and follow the prompts to add add-ons. If you are already in the US it's 1-855-4PUBLIC (courtesy of @Taekgun and @mimmo)
If everything else fails, use this link to send a private message to the @Moderator_Team, include all relevant information in your message, such as account number, phone number, detailed problem description.

Purchasing an add-on is a two step process: first you are adding the funds to the account, then you have to go back and "buy" the add-on again to activate it. Not really intuitive, but that's how the system works as of right now.
Just keep in mind that the US add-on is being activated immediatly and the day of activation is your day 1 of 10.
