Under my account, showing currently I can upgrade to $35/month, 75g, CA-US-MX roaming plan. I want my friend get this plan.

Is it possible? and How.

if your plan subscribe to a plan cheaper than $35, he will likely see the $35 on his My Account, right after he joined.  Maybe start with a $30 or $25 plan

It will be a new PM customer but he would not get the same plan under my account upgrade, which is better than the published plans for new sign-ups on PM website.

you cannot pass your plan to your friend.

if your friend is now with PM yet, they can only choose the plans offer for new activation here:
https://www.publicmobile.ca/plans

if your friend is with PM already, your will can only choose plans offer on his/her My Account's Change Subscription page
