AT&T 5G is hit and miss. Definitely try 4G as suggested. And if that still doesn't work try T-Mobile, which tends to be even more reliable yet.

why not give a try to use T-Mobile ?
If the phone is not connecting to T-Mobile/AT&T, change the Network Connection from Automatic to Manual and select and test both T-Mobile and AT&T and see which one you can connect.
If your issue is with data, make sure your Roaming Mobile data is enabled and you have disabled your mobile data limiter. Also change your network mode to 4G (and don't try 5G until you can connect and works on 4G)
If your issue is with voice, make sure VoLTE is enabled on the device setting. And if it does not work, try to change the Network to T-Mobile ONLY, and change Preferred Network Type or Network Mode to 2G and see if the calls go through.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data is working

First set the phone to 4G LTE. Data and text should be fine. But yes if your phone has not been enabled for volte then you won't get talk. In that case you would need to switch to T-Mobile and see if the phone will switch down to 2G GSM automatjcally or that if your phone will let you manually switch down to 2G GSM.
If your phone has been enabled then all services should work on either network on 4G LTE.

What type of US roaming add-on did your purchase? Is it talk and text, data, or a combination of the three?
Make sure you have Data Roaming turned on if it includes data. If your phone isn’t VoLTE enabled it will have issues getting talk functionality on AT&T. Here is the VoLTE compatibility list for PM: https://www.publicmobile.ca/en/on/get-help/articles/volte
Try going to LTE in your voice and data settings to see if that makes a difference for AT&T if you do have VoLTE. If that doesn’t work you should also try T-Mobile to see if that makes a difference. If you don’t have VoLTE connect to T-Mobile and choose 2G under your voice and data setting. Reboot your device after changing any of the settings.
