When I add-on a US data package, can I do it when the phone is already in the US? or must I do it when the phone is still in Canada?

@image : So you're just getting data? No talk or text? You can buy other named data buckets while one is active. It's active for the 240 hours. Try to think of buying it at the top of an hour. Even if you've consumed a bucket, it's still there for the 240 hours. Re-buying the same named bucket after consumed and after the 240 hours until another day would need the CSA's to re-buy it. After that other day you will see it become available again in the purchase list. It might even just be overnight and not really a whole 24 hours.
But again, you can buy other named buckets before then.

You can do it from anywhere particularly from US while you are there.
Remember: US roaming Talk cannot be stacked. Next one has to be purchased after initial expire but you have to wait 24 hours.

Preload the funds onto your account balance until you are ready to purchase. If you intend to purchase it by dialing 611 or 1 855 4PUBLIC and entering the your 10 digit phone number make sure you know your 4 digit account pin number or you will only be able to purchase it thru your self serve account.
After purchase reboot your phone. Make sure you have enabled roaming and then select at&t or T-Mobile. If you travel around you may find switching providers will improve your network connectivity.
The add on "clock" starts immediately after purchase and expires 240 hours later. If you need another you must wait 24 hours to purchase the same add on unless you contact customer support to add it earlier. Otherwise all other US roaming add ons are available for purchase.
Do not purchase two add ons with a talk feature as they cancel each other out and your calls will drop after 3 beeps at the 53 second mark.

@image You can do it when you are in US too. Just login to My Account and buy the Roaming add-in that you want
Make sure you remember buying add-on is a 2 steps process, 1, Load Fund then 2. actual purchase.
Of you can also buy via *611. Same thing, first load the fund then go back and buy the roaming package
and 10 days , 240 hours, starts counting from the moment you successfully purchased the add-on
Just a suggestion, if you are in US for more than 10 days or you need quiet some data, it is cheaper (and you get more data) to buy local US prepaid Data and use VoIP app to make free phone calls within Canada/US
