I have a 3g plan and im trying to upgrade to a 4g but when i click on change plan the 4g plans are not being offered to select

@Ddwa Yes, what you see is a Mobile version of the page. The yellow arrow is on the bottom it works for me
Try using Incognito mode, or clear the browser app cache from Apps setting.
You can also try to use another browser, install Chrome or firefox from app store
or .. try on a desktop computer, you see more

My screen doesnt look like that and only shows one plan. The yellow arrows are at the bottom but wont fo anything when i click on them

All PM Plans are there. But they are sorted by price and you have to use right side arrows up/down to scroll through them.

@Ddwa Try to use Incognito mode to login to My Account and check again. or try to use a different browser (Edge/Firefox/Chrome)
Also, plans are arranged by price, so, it got mixed up together with the 3G plans
and on the far right, there are little yellow arrows , you can scroll up and down
