PM there is no roaming except in USA.
You could buy a local Sim or use apps like skype, fongo, or TextNow.

Now that Telus, Koodo, and Bell offer "Roam Like Home" or "Roam Better" plans which now include Cuba, I wonder if PM's international add on will as well? I know Rogers recently dumped Cuba though, while the others are adding it. So who knows.

No. Public Mobile has nothing for you in Cuba.
Edit: You can receive calls from there while in Canada but you can't call to there or use this SIM there.

No. Cuba is not supported. There are two phone operators in Cuba called Cubacel and Digicel.
You would need to get a sim card from one of them. Cubacel stores are located at Havana airport and all around the island.
