@Adf_ As of right now, Public Mobile has service in the US, Mexico and Canada. You would an travel SIM/eSIM for service in Costa Rica.

sorry no. PM only has roaming in US and Mexico
use local data sim or travel esim for data. And download and setup VoIP app TextNow before your trip and use it to make calls and send text for free using Wifi or local data there
