Transferring to new phone

Hello All. 

my daughters phone got stolen.  Purchased a new phone and am trying to get her public mobile set up.  It's currently showing a random new number as primary and the cell is the number we want.  Anyone know how to disable the one we do not want

@Jesslyn  if using Iphone, go to settings, (tap your name) sign in and security, and then tap the primary number to either remove it or disable it and set another to primary. Hope this helps

Is the new phone with an eSIM or physical SIM card? 

Did you activate the SIM card or did you change the Sim card number in her self service account?
