are you using the app to subscribe? if not, please download the Public Mobile app and login and continue the subscription
or if you have been using the app, try uninstall and reinstall and re-login and see if you can continue the subscription process. It is phone number choosing/porting after payment step
if you are still getting the error, please message support agent here and they can help to complete the activation
