@shelleyjean67 Another experiment for you: it's possible that a ”force" change of your SMS settings may solve the issue.
• Go to Settings
• Then go to Mobile networks and select a network other than Public Mobile, Telus, or Koodo
• When you exit the menu the phone should lose the network.
• Repeat the process and select Public Mobile as your mobile network.
This procedure will force the update of the message centre number. You can verify it in your message settings.

Thanks @shelleyjean67 try force stopping your text app and restart your phone.
When you see no warning or an app appears to be unduly obstinate, you can shut ’er down the manual way, by following these steps:
Open the Settings app.
Choose Apps.
On some Samsung phones, touch the General tab atop the Settings app screen, and then choose the Application Manager item.
Touch the Running tab to view only active or running apps.
Or you can see the screen to the left until the Running tab appears.
Choose the text app the one causing you distress.
For example, a program might not stop or might say that it’s busy or has another issue.
Touch the Stop or Force Stop button.
The program stops.

Please try rebooting the phone, if you haven't done that yet.
Try cycling the Airplane mode on / off.
Let us know if anything works.

@shelleyjean67 did you recently move to public mobile?
If you did you may have to wait until your activation is complete. If not turn your phone off then turn it back on. Make sure you are connected to the Public Mobile network.
Go into network settings and choose Public Mobile.
You can also check in your self serve account if you have been suspended. Go to self serve through here.

What kinda phone ? Which plan did you sign up for ?
