Switching existing Public Mobile sim from one phone to another phone

I have a new phone and want to switch the PM sim that is in my old phone to my new phone and am having difficulties with this. The new phone registered the sim was in it and displayed Public Mobile as the carrier but calls and texts aren't allowed. To make matters a bit worse, I had to move the sim back to the old phone just to be able to log in to my PM account to write this. I really wish there was a brick and mortar shop to go to so as to get a person to talk to, or a phone number to call to speak to someone. The way this is set up is so stupid, confusing and frustrating that I am almost regretting being a Public Mobile user. Any help would be appreciated though, thanks.

Old phone could be locked to previous provider. How OLD is this phone?

@kittykat 

You should always power off both phones before removing or installing the SIM in your phone. 
If that didn’t work reset the network on your phone.

I just checked the link and it's not on the blacklist but I knew it wasn't going to be any way as it's my boyfriend's old phone that he's lending me for now til I get a better one.

Check settings, network and internet, mobile network, preferred network type - set this to 4G.
Maybe try a reset network settings too.

Moto g(8) plus and not sure how to do that. Bare in mind I had to put sim back into old phone to do any tech support so the sim is in old phone atm, not new phone 

@kittykat  Is this a brand new phone . Or new to you phone ? Check

Sim size is not the issue, no service is the issue

@kittykat  Take SIM card out of old phone and put it in the new phone . You need pin to push the sim tray out . If the SIM card in old phone is bigger then new phones sim tray . You can pop out the other edge of it to fit

What is the make and model of the new phone?
Can you change the networks to 4G LTE etc.
