I'm currently on a $25 a month plan with public mobile and noticed there is an offer for 2GB of free data if you activate a $35 plan. Would I be eligible for the offer given that I'm already with public mobile?

As provided by others, NEW activations only.
Given your Community start date, it looks like you activated before the Public Points switchover to new activations on January 25, 2022.
You're much better off on the existing plan you're on (presuming you haven't elected to switch over to Public Points in the interim 🤞)
Recommend staying on current plan, but if someone in your circle of people needs a change, give them your referral code (on your self-serve login page), let them know about this special if they're especially data-hungry, and bring em over to Public Mobile.

The $40/5gb plan is only $5 more for the same amount of data as the promotion. Sure it seems like a good deal if you need the data but if you have been able to get by with 1gb/30 days do you really need 4gb more?

How long have you been a customer? If relatively recently and/or on the new rewards program, you could just activate a new plan and get it. If you have a lot of rewards built up over the old plan, the 2GB bonus probably isn't worth it

Sorry, but no as existing accounts aren't eligible. You could open a brand new account with a new phone number, but you would lose any account balance, rewards, and add-ons on your current account (if you were to stop using your current account; they can't be transfered over either).
