Jan 29 I switched to a $25 plan. It said it had picture Messaging when I switched...now in my plan details it is missing and I can't send pictures as of starting this month. What do I do? my plan had it in Jan and I kept a photo of the plan.

@SP2 you might be on 3G speed plan but you can use 4G/LTE network, just the speed will be capped at 3Mpbs.
So, check your Preferred network type or Network mode, play around with it, change it to Automatic, or 4G (LTE) or 3G and see if it works. Again, Mobile data MUST BE enabled when you need to send or receive MMS

If you have an iPhone, check to see if MMS Messaging is enabled. Go to Settings>Messages>MMS Messaging and turn on (enable). Also check if Send as SMS is enabled too.

@SP2 , all plans include MMS (picture messaging). By chance did you turn off mobile data? That needs to be on for MMS.

@SP2 all current plans include MMS, so you didn't miss anything, just a setup issue
Make sure Mobile data is enable to send and receive MMS
Start with trying to click Reset All networks and see if it works
If not, and if you have an iPhone, update Carrier profile
or if you have Android , check your APN settings and update:

@SP2 Are your network setting set to 4G /LTE and reboot the device
