you need to be using the Public Mobile app for step 5 if you have not done so. Please download the app, login and complete the activation using the app

can you tell us more details what happen and which steps you are at?
are you using the app to subscribe? If not, you need to download the app and use it to subscribe
you got to step 4 for payment and payment successfully made?
you got to Step 5 for phone numbeR?
and you got error at Step 6 for final activation?
