My wife gets offers, like increase data plan for same or a bit more $$.  This time she got an offer for Netflix, ...Amazon Prime, etc for $4 more.  How do I get these offers?  Thank you.

Honestly @RonG1972 , this really doesn't seem to be a targeted offer. Looking at the link, it's not targeted to me, it seems generic.

Unfortunately, these are personalized text offers for existing PM customers. If you did not receive the offer, you are not eligible.  Lots of these offers are geared to customers on lower cost plans to try to upgrade to higher price (increase revenue for PM).

Be patient, and hopefully, you will get an offer soon also.
