The HSPA network isn't limited to 10Mbps. In places that are DC-HSPSA enabled, it can go much faster than 10Mbps with a maximum theoretical speed of about 42Mbps.

If your device is set to LTE under network settings, try forcing it to 3g ONLY, if your device allows you to select this option.

@chris3400 , the mobile data speed for this service is heavily throttled. You should look at streaming a lower bit rate/resolution video.

@chris3400 - it could be possible network issues that are hopefully temporary.
But, you could always try these things that could improve your connection/service:
*turn off your phone, then reboot
*removing your SIM, then reinserting it
*go into airplane mode, then going back to regular mode
*perform a reset network settings on your device
edit: do you have another phone you can try your SIM card into for a few days to see if the issue is the same? This could rule out a device issue.
