I am trying to pay my bill, but the self-serve isn't accepting my Visa Debit card and I can't get a person by dialing 611.

Old customer as in before Jan27 2015 sign up and still on that plan. Could be 10 year old or 100 year old person.
A Pioneer customer refers to someone who (i) joined Public Mobile before January 27th, 2015, and (ii) is not on a rewards eligible rate plan. Pioneer customers are on plans that are no longer available to new customers, and these plans include access to a 1-855-4PUBLIC call centre.
If you are on a rewards eligible plan you are not on a Pioneer plan.

Live phone support is not an option at public unless you are a really old customer on a really old plan. I think the address that you type in when setting up the cc/autopay are what needs to match the cc billing address...not the profile address.
But I could be wrong.

The website is finicky. You can try a different web browser, clearing cache and sometimes incognito mode. Not sure how the debit portion works, if its similar to credit card but If ask for address, keep apartment section blank. Make sure your profile address and card address are the same. Also try if you have a unit number in your address then put it in the main address line like with the street address, you can try leaving out last digit of postal code also you might get locked by the system after several failed attempts.
611 are you on a grand father plan and have live help? If so you have to call 1-855-4public not 611. But all the new members and all new plans for quite a while now are unable to use live phone support. The only way is through private message Using this link
