I want to lock my public mobile sim card so somebody who stole my phone cannot pull out the sim card and put it in another phone to use it and retrieve my data. What is the pin I need to use to do this.

you meant you have not set it yet? If you have not set one yet, you are free to use any PIN you like
To set a SIM PIN on your iPhone, go to Settings > Cellular > SIM PIN, then toggle it on and enter your carrier's default PIN (often 1234 or 0000), and finally, tap Change PIN to set a new, stronger personal PIN. This adds security, requiring the PIN to use the SIM in any phone, but be careful not to guess wrong too many times, or the SIM card will lock, requiring a PUK code from your carrier.
to set SIM PIN on an Android phone, go to Settings > Biometrics and security (or Lock screen and security) > Other security settings > Set up SIM card lock, then toggle Lock SIM card on and enter your current PIN (often default 1234 or 1111), or tap Change SIM card PIN to set a new one, entering the old PIN, then the new PIN twic
A PIN for a SIM card cannot be set after the phone has already been stolen.

You need to login to your account on the PM website or download the PM app (as shown below) on your new phone if you have one already. Not sure what you mean that you will need the PIN.
Have the 2FA code send to your email to access your account then go to the Account tab and click on Lost/Stolen Device to pause service on your old SIM.
On your new phone, login to your account and purchase a new SIM (purchase from Amazon or pick one up at a Telus/Koodo/Mobile Klinik store) and click on Change Your SIM Card or eSIM (only if your phone is eSIM compatible) to restore service on your new phone.
