Does the "defective" sim work in either phone? It might have been in properly. No data, text, or calls?

@Savannah100 Sounds like an account issue and not a sim problem. Best to submit a ticket to PM to reset the problem account.
To submit a ticket to Public Mobile do the following:

It really depends on what's wrong with SIM card. Sim card are rarely defective, but possible. Did you activate two different lines? One line might have activated properly, while the other line has not. Or if you ported lines over, one might have been successful, while the other not successful. More details about your situation may be helpful to determine what to do next.

@Savannah100, are you certain the SIM card is defective? I have had a hand in too many activations to keep count and never once have I encountered a bad SIM card. Check the self serve account associated with the "defective" SIM card and see if there is any account related problems affecting the service. You can go to the change SIM option and be able to see the last 4 digits of the SIM card that is registered to the account.

@Savannah100If you have activated the defective SIM, then it is garbage.
