So I want to join public, but I still have one payment on my current account.
Can I still sign up and will it just get me to pay off the other account first. Or will I have to wait till my final phone payment is done

You can port your number anytime as long as your old account with another carrier is still active.
If it is a postpaid plan with the old carrier, you will be prorated if you port out early but if it is a prepaid plan then wait until you have a a day or 2 days before the end of your cycle to port out.
Make note of your account number with your old carrier and use it rather than the IMEI of the phone to avoid activation errors.
Remember to purchase a PM SIM ahead of time before porting. SIM are available from a Telus/Koodo store for $10, Amazon for $4.99 but if you order from PM online it may take up to 3 weeks to arrive so plan ahead.
If your phone is eSIM compatible (normally on newer phones from 2022 so check the specs of your phone), it will be free with a new plan and you don’t need to wait for the SIM to arrive.

I just transferred from Koodo to Public. Once the new number was ported over to Public, Koodo sent me an email saying they're sorry to see me go and will prorate my last bill.

You are with another provider right now? You can still activate with Public Mobile and receive a new number. You can then port your number into Public Mobile at a later date. Just make sure your account is still active with your old provider when you port your number over.
