@Jacob23 did you just joined PM and requested porting your number?
if porting was just requested, like the porting was not completed. Did you reply a text from your old provider to approve the porting?
if you have been with PM long time and incoming just stopped working, try to change your Preferred network type to 3G only or WCDMA and see if the phone connects to the network at all

@Jacob23 - more details would be helpful.
Did you port a number over to Public Mobile, incoming calls normally the last the port over and if they don't come in it could be an issue with your port. An SMS should have been replied YES to from the previous provider. Is this your case?
