I have a Ulefone note11p and can not send or receive text messages to contacts on the public mobile carrier however I can send and receive text messages from contacts with Bell carrier with no problems. Any solutions?

Does talk work?
With data issue, you may want to check your APN Settings. Maybe screenshot your APN settings in your phone. Does not explain the unusual texting issue.

@dieselmax your data is not working, too.. so, you have an issue with your phone or settings.
I know you have tried resetting your network but didn't work. Try a Factory restore first WITHOUT restoring anything from the backup. Just clean Factor restore, then try access data and then try calls and text to different providers.

@dieselmax Are you able to browse internet on data? Test texting with data on.
Then Reset the device's network settings.

@dieselmax try disabling Chat Features in your Messages App if you currently have it enabled.

you can try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute,
4. put it back and power on,
5. toggling airplane mode off/on,

try to check update your device,
you can try to test your SIM card in another device to you know the issue from SIM card network or your device issue.
are you gettign new number or you did transfer your old number,, if so
do you get a SMS message from your old carrier asking to confirm if you would like to Transfer your number. Your reply should be: YES.
if you stuck with Transferring your old Phone Number, or is not complete processing

HI @dieselmax , did you just activate with PM and ported your number into PM today?
How about sending and receiving text to and from Rogers?
How about calling those people on PM network?
If you just port your number, you might have delay , up to a day to receive text. But sending should be ok. Please try reboot your phone and resend again. Also, try sending to more different contacts on PM instead of just one or two. Just want to make sure it is not related to one or two particular contacts on PM network
