Someone just called me to tell me my number was used to call them asking about their private information and claimed to be calling from Service Canada. How is that even possible? If it is should I request to change my number?

Happening all he time. Just the luck of the draw, they “spoof” a (for example 604-845-xxxx) number to show on your call display when they are calling 604-845 numbers with what ever bogus thing they are going on about. Whey do they do this you ask? You are much more likely to answer a call from a number in your own exchange as it looks like a local call in your city or town.
It isn't really a security concern that they used your number. And anyone calling you to yell at you simply doesn’t understand what is going on...it is NOTHING to do with you. You can change your number if that isn’t inconvenient for you. No guarantee it wont happen again with your new number though. But I bet if you give it a few days they will have moved on to spoofing with someone else’s number in their next targeted exchange!

@chanzel Unfortunately it sounds like your number got spoofed and also unfortunately it seems to be happening regularly to many people now. I've had it happen to me although that was a few years ago.
Sorry but there's little you can do but notify anyone getting calls from your number that it wasn't you and eventually it should stop, hopefully.

@chanzel Scammers can spoof any number they want. I would just ignore it to see if it becomes a problem. There is no risk to you. There are no guarantees that a new number wouldn't suffer from the same issue.
