Samsung Galaxy A14 SM-A145F/DSN
Has anyone been able to get this specific model working on public?
Playing around with APN and I can finally get 4G service but maxing out at 1mb down. Phone service doesn't work at all, call just fails. Text messages do deliver but 5 minutes delays.

Looking at the bands and frequencies, this phone is a poor choice. It's not about dual sim or not Canadian. I have a dual sim international phone that works perfectly fine here. You might barely find 4G. You only have half the 3G. That would be a problem in some areas of MB and with just the one could be dodgy elsewhere.
And good luck ever getting it enabled for volte. If you did then you would do better but again the 4G is kind of sparse.

Yours is a dual sim model, it is not a Canadian model and it might not have all the bands required. it might work, but it might have network drops sometimes due to the missing bands
But whenever you can connect, your data should not be just 1MB
Did you try Reset all Networks?
and compare your APN with this:
